if u use item database and search for Old Card Album..
You'll find it sold from NPC, u can buy it at 10k zeny i think..
So, any idea where the NPC is? or is that a bug? O_O

It isn't sold by any NPC's.  Most items have a buy price set so when players sell it, it'll be half of that.
