What do you need to know about it, really? Perfect dodge is horribly simple in all it's usefulness.

What it does is, each one point of perfect dodge adds a 1% chance of dodging any -basic- attacks. Normal hits from either a close or long range weapon. It won't work against skills of any sort, ever. From my experience, it is pretty useless against players on low rates, but on high rates, and while MVPing, it can be horribly useful.

To get lucky dodge, you need luck. And lots of it. Every ten points into luck, you'll gain one lucky dodge. So basically, 100 luck would be 10 lucky dodge. Not alot at all. Then there's, like with most secondary stats, items that add to the value, such as Fortune Sword (+20 lucky dodge), and choco/yoyo cards. There's more, but you'll have to find 'em yourself.

Hopefully that gives you a basic idea of how lucky dodge works and is obtained.

perfect dodge should work for skills, but only some.

As far as I know if you can dodge it with flee, you can dodge it with perfect dodge.
The pro of perfect dodge compared to normal flee is that perfect dodge is NOT decreased by multiple monsters attack you at once. Good for tanking mobs I suppose, but not really viable on low rates.

When I played iRO Loki (1/1/1), I had an assassin and luck was pretty useful for that class even if it can't replace agility for flee rate.  The LUK improves your critical rate, which was the main reason I added points to LUK.  I just wouldn't advise building your whole character on perfect dodge unless you're an assassin looking to do less damage and more evading.

Perfect dodge does only affect normal attacks, not skills. Of course it'll work against passives, since they trigger on normal attacks, but that's about it.
