your question is a bit unclear. 

If you are referring to the skill Double attack being available to hunters, that is a custom of RO black dawn.  Other then that, i have never heard of stalkers being able to dual wield on any server i am aware of.

Please clarify if you are speaking of the dagger skill Double Attack or the ability to dual wield a weapon in place of a shield.
