Is Shield Boomerang damage affected by +ATK cards, elemental weapons and +ATK% cards?

Effected by Shield weight, and number of upgrades. I believe Race cards effect it, +atk and +atk% deffinatly do. Also believe it's always neutral(could be wrong).
