There are places that accept jpg but not gif? I think photobucket etc allows them?

Imageshack doesn't accept GIF.

Photobucket and Tinypic do.

Because you are not supposed to be able to edit cloudro's signature xD and the link is for the old forum.

Anyway, you need at least 3 post count to have the signature and avatar edit options. You should have them now seeing you got 4 posts.
