Headgear with Pecopeco's wings on it. It makes wearer to move as fas as Pecopeco.
Increases movement speed by 5% when equipped.
Increases Attack Speed by 5%. Reduce Casting Time by 5%.

So apparently, you're supposed to get +25% Movement Speed; -10% ASPD, and +25% Cast Time for wearing this hat.

it was changed but wasn't noted down as an exception.

So file/desc updates overwritten it with the unchanged version again from the item desc file source ...
