Explanation of spawn times containing a "~"

Well, can someone please explain exactly what it means when there is a spawn time containing a ~.  For instance if a monster's spawn time is listed as 30~60 does that mean in 30-60 minutes, or in 30-90 minutes or 60-90 or 90 or 30 or what?!?  It's really bugging me and I can't find it explained anywhere.   ??? ??? ???

It means either that the exact spawn is not defined or that the monster spawn time range

basically 30~60 means it'll respawn somewhere from 30 minutes to 60 minutes

so 30 minutes after its death, it can spawn randomly at any time from then till 60 minutes after its death

That is correct. ~ is the same as -, just more "iffy".

not after recent eA updates (well not that recent), with taking delay1 as well as delay2 both into calculation, it is now almost impossible to pinpoint an exact spawn time, even on fixed spawn mobs.
