Immortal's suggestion is pretty interesting. It'll be similar to how some designers work (pay half first, they do the work. Pay the other half, and you receive the work). I think server hosters can somehow alter that so that this method can be tested to see if it's better for both sides. If the server hosting company does not want to do it for 3 months, just do it for even one month so that the player gets a good idea of the hosting service itself (customer support, lag, whatever else). This is to avoid situations like EternityHost where they turn off their whole company and that players cannot get their money back.

The three month suggest was meant to give the Server a true sense of what the host company is really like.  Almost anyone can fake it for a month...
For the payments my thought, and sorry I am not sure I made it clear, was that at the beginning you would pay 50% of the months bill.  At the end of that month you would pay the remaining balance.  If you want to continue to use the services you would also pay half of your next months bill. If at the end of your three month trial period you would start paying the whole bill a the beginning of the month.

I think this would be the simplest solution to minimize the potential loss for all parties in involved.

Yeah, I know longer periods of time for this suggestion work better, but not all companies can agree with such, so at least, they should be able to do it for one month. I mainly say one month at least is so that if the client does not like the connection speed and such, they can cancel the service faster, and didn't have to pay for the whole thing when they leave half-way. Same goes if the company dies out before a month. Maybe 2 months at least... if companies are willing to do such a thing. If all companies are willing to go by the three months, that's even better.

In paypal is there refund option for partial or full refund the case is the transaction is proccessed as goods or services it matters a lot

No, Paypal denied those who bought "services/intangible things." What I don't get is... why would they even have those options for the check boxes then? Paypal really should look over that, and I helped others complain to Paypal. Still waiting for their answer because I guess, they're thinking it over or that they're busy. Tsk tsk tsk.

Out of my experience of paid services, I had to deal with some hosting issues, as for all of the other places, I either got rejected (no reply) or the job was done well. All i can say is that the only issues I've had  was with  the "Professional Hosting XXX" Claiming their uptime is 99.9% while it's more like 70%, also like to note the fact that the downtime usually never is returned, and most likely their host is hosted all by one dedicated server.

IMO: The hosting companies should have gone through an admin before being able to post.

@envy When there is no single downTime then what you call that 100% uptime?? I think envy you havent contacted the good hosting company yet:)

Dedicated has some restriction you cannot make more than its ram value this mostly dont yiel profit its better to geta colocation or stack or rack at dc thats what a professional hosting companies do

Yes there should be a verification done for all Paid Prepaid Services for RMS users safety...

Yes they can still nverify how much customer they have and what is the customer satisfaction level of the customers
