I believe it was due to a certain someone abusing it to change their name to the name of an ex-moderator.

Then can we get a thread or something where we can request a name change, and then when it is approved, we send the 75/50? zeny to yC or something, and a mod changes our name?

just pm me, if it's reasonable like remove "gm" from your name it's not a problem.  free of charge, you can send me zeny if you want but i can @zeny so why bother.
