'am pretty sure RMS is intended to be an RO-related site. Look at the databases; it's got like every item, monster, map, etc. imagineable. A mere "Rate My Server" kind of site wouldn't include a database for every game listed on it, unless it's focused on one type of game.

I don't see any other games being added to RMS actually.

It's because i don't spend enough time playing the other games to get to know them well like i did with RO.  That is the "technical" issue.  I don't want to dive into something that I have no idea about.  I thought about expanding and it was suggested to me countless time, in the end I am just lazy/busy and closed the idea because it will involves a lot of time and energy.

private server? there are a few but not as many as RO. It's worth nothing that all official Rose servers are free-to-play.
