Gm servers

I just wanted to request a list of servers where everyone is a gm i have RMS test server and Blackout RO but i cant get blackout working because it allways says failed to connect to server so...  i was wondering if someone could put a list of other RO's where everyones a GM together for me...

yes all the test  servers but i want a list of all the test servers that allow every character on that server to have GM properties for e.g: @baselevel and @item  <--- those sort of GM properties so u have all the GM commands but u dont actually do programming and artwork for the game... if u get what i meen?
