Ability to reply to every rating

I would like to suggest that server owners have the ability to reply to all messages.

At this time, the server owner may reply to people who score the server at a 70 or below. This means that a person can score you 71, shoot off some lie like "I paid a GM 100$ for an MVP card, corrupt server!" and a server owner is not able to reply to say any different. "Report Message" doesn't seem to do anything, as I know some of the outright revenge ratings that have been reported are still up. This also gives us the ability to thank everyone for their feedback, not just those who score us poorly.

Thoughts? Is this possible?

Well it's against the rule if the score does not reflect the comment given.  I am not worried in case of your example.  I wouldn't want reply such as "thank you for your review" showing up in every normal review so I think 70~ is a suitable number already.  Remember it was below 50 just few weeks ago.
