There is only TalonRO with such rates and such population. And those population standards also just apply during WoE.
Also server location in asia won't do you any good, nobody hosts there.
You'll have to either use a official server or rethink your standards.

I've wondered why nobody hosts in australia or something. maybe theres legal stuff involved.
if servers want a truly international community, they should have woe times that asia can attend.
