Go play rms test server or make your own server but you won't find a server with free mvp cards instant level and all items.. especially not with a lot of players..

I suggest you reevaluate your desires.

But anyways, I found a SHR server that actually had what you wanted (sort of).
Well, 100% item drop rate and super super high levelling rates... close enough.

But yeah, if you want free cards (as Strudel said), might as well make your own server and get your friends to play with you. I mean, even the "easiest" of servers will either sell MvP cards in NPC shops for Zeny/Donations or set the item drop rate to a high value so that you can hunt them easily yourself.
