Looking for pre-re mid-high server

Hello i'm looking for a server that is like (for those who know) Earthbound-RO (which was shut down a few years ago).
EXP rate around 255/255
Levels around 150-300/50-100 (No servers with a 99 level cap)
Card drops 0.01-5% (prefer 0.01-1)
Things like @loot *item name* warp to dungeons, warp to towns, not p2w (pay 2 win), job changer, stat reset, bank, healer, special areas like a shop (ex. below), etc
Also must have a decent population (50+ not including shops)

Shop example: In Earthbound there was an others for the warps and in that was goldroom and a place called Realms that had a bunch of NPC's selling things like grape juice, weapons, potions, etc (making it really convenient).

The big things are the first 2. I don't like servers that take months of playing to reach the cap nor do I like servers that you can reach the cap in a day or 2. I also don't like it when card drop rates are so common that everyone can easily go out and get a boss card without trying.

Sorry if this isn't too great of a post. I haven't played RO for 3+ years.
