Anyway, I'm currently on WoonRO. It's not a new server but it seems like it fits the rest of your requirements.

Specifics:
• Mid rates 150x/150x/50x (1x boss cards)
• 99/70 Pre-Renewal
• Main language: English
• Server age: Over 2 years old. Not a new server, but we're obviously quite stable.

Other stuff:
• Maintenance is usually every tuesday at around morning - afternoon for North Americans, so most asians would be sleeping at that time.
• The server is very multicultural, but it mostly favours asian times for peak hours, event times, and WoE/BG active times.
• The server is a mid rate, so it doesn't require a whole lot of effort to get basic stuff. There are some fun PvM automated events like Devil Square which are great for attending casually.
• Dual clienting is allowed.
• We have vote for points, however the rewards were nerfed due to an extreme amount of IP changing abuse.

It's 100x for drop rates, so just leveling is 4 times faster than the maximum you've stated.

Sorry, that's just the drop rates. But, thanks for the suggestion. I have a bad experience on high rates, that's why my search is always in the low-mid considering high until 250x.

Well. I'm still experiencing tons of problems than the usual but at least I got the time to play again. I did uninstalled all of my RO servers here but I still have kRO (pre-re and renewal) so I can still download lite clients.

Anyways, here's a list of what I am looking for a server:

Rates: Low - mid, I MIGHT consider high rates until 250x(?)
Level: 99/70
Main Language: English
Server age: New to 1 month old. (Hey, I'll consider other servers, but its fun to start in a fresh one.)

And some things I'd like to know too:

Server timezone. (For maintenance time and etc.)
Is it good for casual play? (I don't really want to play like crazy just to catch up with the community.)

Optional:

Dual client.
V4P.

Hey there, I just hope I am not to late cause it took me time to lurk through this thread and find players. But anyhow here I will introduce my project. It's called XileRetro, basically revival of the classic Ragnarok time around 5 years ago.
Unfortunately the max level does not match, however do not worry we have rates that you will love. We are a mid/high rate server with tons of custom quests, unlike servers CLAIMING that they have quests we actually do. Just released one yesterday.
The server s just 2 weeks old and we already touch 120 people on peak times which is kinda cool. Got a dedicated staff and tons of customs.
We are a English speaking community but yeah flooded with people from all areas, yes the max level is 255/70 and max ASPD is 195.
We also got Harmony on us to protect. So no Dual as you wanted to know.
Also, we are a fun community which actually interacts and grows together, it's an old family coming back to get and we would want you to be a part of it, you ye got time do check it out. See you and good luck!
