You might want to check out Elaria Woon Reloaded. We're a 75x75x25x Midrate server with a small community that's growing every day (:

I just returned to RO again and was looking for the same server you are looking for.

I tested  Elaria Woon Reloaded:
I play from Mid Europe and had like 220+ ms -> unplayable (except you have a working free proxy or paid proxy that supports  Elaria Woon Reloaded's destination), so it depends on your route to the server. Beside that, the server looked good. Pretty standard, donation items are so 'n' so. It all depends on you.

My favorite at the moment:
EstlandRO - RMS

They included their own proxy system to the client that supports every continent -> very good development. No matter where you are, you have a stable low ping. That's what we need, right?
The server looks very good. Population, like every other RO Server, they struggle. But still, there are more active and kind players than on other servers I tested.
Donations, like a few other servers listed on RMS: you are able to get donation gear and depending on your mindset and playstyle they can grant you a higher bonus than the quest items (they support standard quest items and a few nice custom items in terms of head gears), but like a _few_ other servers, you can shine without them (e.g. I outfarm and outMVP donation geared players)

Our server best played by asian player and we have many Malaysian and Philippines player in here.. Peak hour player about 20-30 player.. We have zeny into Cashpoints trader NPC.. ^_^

We have added a proxy which is based in France for our EU players. Their ping is perfectly fine and for sure not 220+ ms. =)

Tested again with 200+ ms from two different locations. =)
If I use a paid routing-service it works.
I don't want to blame you, so you might want to rework your routing. Maybe your provider got something wrong.
