The only High-Rate server which as more population are DreamerRO and ForsakenRO the rest of the server are bunch of A.F.K
However, i have a server of mine which is no players at the moment i know it does not meets your requirments maybe you could give a try?
i saw many review said that GM in ForsakenRO are biased and also make their own guild for WOE.. hmmm
if there is no player maybe i should just play EBILRO.. /heh
