6pm - 10pm EST. all the server i played are all 7am-10am EST.
also i would like to add. no ygg berry on pvp and woe for the lv 255 and 500.
have a custom items/dungeon/instance.

Some are more WoE orientated than others. TalonRO would not classify as a "WoE server," for example.
