Looking for a server.

Once again, the server I joined isn't much to my liking. I hardly played any RO after that failure. But now, I'm back and looking.

Wants
99-300 base lvl.
70-120 job lvl.
Job changer.
Stat resetter.
Dungeon warper.
@go/@warp commands.
Card remover.
Quest.
Events.
MVP arena(though I can go without one.)
I would like 3rd jobs, but I can go without them.
Balanced jobs.
Active GMs, both in-game and on forums.
I only know english.
MUST have PvP&WoE.
My GMT is UTC-07:00 Mountain time. I would like WoE to be between 12:00PM and 11:00PM here.
WoE must have more that two guild maps. Example: Payon map, Geffen map and Prontera map.


Don't wants
Base lvls above 300.
Job lvls above 120.
Daily WoE or WoE more than three times a week.
People count of 200+
Deactivated cards.
MVPs that I can't fight alone. Eg. I wanna be able to fight some alone, but I can understand needing a party for Vlak/Morroc/Thana/etc.
Overly buffed monsters.
Donation items being the only chance to win in PvP.


Don't cares
I don't care for rates. It could be fun to try super high rate servers though.
As I've said before, 3rd jobs.
Marriage systems.
Location of server. The one I'm on is in Malaysia.
Endless Tower(though it would be fun to try it)
Version of WoE. As long as it has WoE, I don't care for the version.

Gold room.


And don't just pitch whatever you like. I'm sick of being offered servers that have none of what I'm looking for.

People count of 200+ Due to circumstances our server has dropped to about an avg of 20-30 players, with a peak of 60+ during WOE. However the population is growing with new guilds coming in

Conquest - is a battle ground arena, most played one
Rush - another battle ground arena, second most popular
Eamod features - irc chat system, as well as updated battle grounds, and several other mini features
devil square - is an old event where any 10 players can enter and try to beat 3 levels of monsters together, hardest event on the server, very rarely attempted, rewards at end are pretty nice
coin system- many headgears and fun items can only be purchased through gold coins, gold coins can be attained through events by gms and automated events, traded for or even do quests or by donating
