Neu was never been a good example of WoE server. Just because there's SE WoE and BG doesn't mean it's a WoE server. People playing there just because there are no more servers that provide decent SE WoE and BG at that time.
As for now, Neu's WoE turned out half-dead and very terrible. Most of the WoE guilds are moving out already.

I can't help but feel 3rd classes have caused alot of damage to RO, since the game mechanics are so messed up

No.

  It's the hundreds of servers being made each year, only to die out after a few months.  The servers that advertise "something fresh" when it's the same s*** with a small extra thing added to it.  The many GMs that only make "WoE" servers to get some donation money for the first few months and then dissapear.
  Maybe there are some GMs that actually try, but even then they lack experience or something and they end up screwing up.  Players get tired of switching servers, and they eventually quit.

What killed RO?

DotA, HoN, LoL and other newer games.

3rd and renewal are just Gravity's attempt to entertain players who asked for updates, but it failed because it messed the gameplay.
