Hi, I think AvrisRO suits most of your needs. We are a 10/10/5 low rate server.

Hello. I do know you posted midrate or lowrate but I can't help seeing that you're looking for a server that would probably fit our description as well.

You can check out CavaleRO v2.0. An instant 99/70 PvP/WoE/BG/RWC(soon) server that erased the PvM part of the server. Low-tier to mid-tier equips are free, while MvP/WoE gears are BGable. We are actually going to implement a 7v7 npc later on with a player ladder, and no boss cards are available in the server. Additionally, our population reached up to 120 last night(because of WoE) and we're actually expecting more by the next weekend (only two guilds WoEd this weekend cause the others are still preparing). Around 5-6 guilds are already registered and we're hoping for more. Do check us out and register down at the forums! Thanks a lot and cya!

Hi there the server I play fills most of yr requirements :

Max level 99/70 Pre renewal
Rates are 5/5/3 however it is  low rate, but the economy is good make yrself a good farmer knight or hunter and you will have yr stuff in no time.
Boss card rate is like all cards 0.03%
Population is 100-150+ and 75-100+ in WoE, regardless WoE is a lot of fun now and more people would make it even more awesome. HeRO's community is more biased to PvM which is why more WoE'ers would make it awesome.
Battlegrounds is always running and its usually 4v4 to 7v7 with rewards implemented.

While HeRO's IS extensively customized it serves in my mind to fix a lot of the issues people typically have with low rates. Questable farming gears serves to make farming normally mundane farming much more interesting also giving you a lot more options as to where you'd like to make yr money and naturally makes farming your own gear much much more feasible.
Custom gear available affords tremendous advantages in some situations but also is accompanied by constraints in all cases. The result is it affords no nerf to the gear we all know and love; you'd want the customs but you'd need the official stuff too.
No Donation gear at all. Donations can make you a decent bit of money IF your lucky with the RNG items awarded.
