Yo, searching for a high rate server which doesnt have unbalanced donation items, a nice community, population of at least 50~+ and growing, i prefer max level to be above 200, preferably no 3rd classes, but doesnt matter if there is, and highly balanced classes, and preferably a new server, that is however optional aswell, dont really mind about rates, but drop rate mustn't be too high

Considering there's so much preferably it doesnt mean it's not allowed.

Heard of LimitRO Nova?
It's a Renewal PK High Rate with rates of 5000x/5000x.
Skills are being balanced as the game goes on with the help of every player.
Population +150, Seph told me they have +200 but I haven't been on in a while to confirm that.
Donations are also balanced and customizable. The server is about 2-3months old now. With a growing population.

Hiya.. I'd like to invite you to iHeart-RO.  I think most of what you're looking for, we have. 
Rates - 5k/5k/3k Base/Job 255/120 - Max atk speed 195.
We have NO 3rd Jobs.
Drop rates common cards 10%, mvp 5% (may be too high for you)
Our community ranges from 40 (average online) to around 65 (nights/weekends) And does not include any vendors.
We're a new server, we opened Nov 1, 2011.  We are growing each day.
Our community is very nice, players are helpful and friendly.  Staff are online often and are professional and welcoming.
We have automated events and GM hosted ones.
Donations and quest items are similar in stats and bonuses.
We have an average of 25-30 participating in Woe.
