In regards to your requirements:
Max Level: 99/70 ✔
Renewal: Nope ✔
Rates: 10/10/10-25/25/15 (floating) - Regular rates are 10x, whilst on special occasions, it boosts up. This may or may not be good for you ?
Normal Cards: 10x ✔
MVP Cards: 1x - Not affected by floating rates, to my knowledge ✔
Donation Items: Undecided; this is a great time to tell us about what you think should or should not be involved, though! ?
Good Community: Luckily v2 has a lot of v1's great community, and with uRO being known for its anti-troll staff and "No Bull$h1t" reglements, you should feel at home ✔
Active WoE: Unknown. v1 had around 200 online for WoE, 30 being vendors, but since v2 has yet to open, we can't be sure just how active it'll be this time around ?
