I quit iRO a little while ago because all the bots were a big turn off, and I've been floating around MMO's but none have that grindy feel of an RO LR.

I'd like the rates to be 3/3/2 but I know RO is dead so I'll consider up to 10/10/10.
Pre-renewal English server is a must. Trans classes are ideal.
I'd prefer as little customs as possible, including warper, resetter and all the other stuff that makes me feel like I'm playing a MR.
Population of 50+ real people during non-woe times, ignoring vendors and multi-clienting.
Multi-clienting is preferred but not necessary, especially if there's a decent population.

I'm probably forgetting to list other stuff but I doubt I'll find a good LR server these days and will probably just go to heRO despite the customs so I won't be the only one online

Our rates are normally 5x/5x/3x, but we tend to raise the rates a little for holidays and other events that are held. We never go above 10x/10x/5x. We don't allow multi-clienting, but we meet the rest of that criteria!

try us out! Asobi Ragnarok Online, our rates doesnt meet your requirements, we are 60x/60x but our drop rate is customized, almost the same as low rates but a bit higher. Our server aims to be "official-like", it means we dont have much customs, and still following the official mechanics. the server is just Pre-Renewal, no third jobs, and yes, we have the NPCs that you listed on your post, we have warper, stat/skill reset and other NPCs to give ease on your gameplay, the links are on my signature

60 rates are way too high for me, and if I remember right you can donate for ridiculous things like Kaho horns and mvp cards so I'm definitely not playing there.

oh sure, no problem, btw, if you want to play on a fresh low rate server, you can try Leviathan RO, they are not yet open, but i can see they have a big community because the forum is pretty active .

I'm normally a LR player, 5/5/3 is usual, but due to the same problems you are having (none being out there) I joined leviathan RO and so far its a pretty good server. Nothing really custom on the server besides the usual warper/resetter, etc. And the resetter is actually setup a little better wheren you need a decent amount of event tokens plus 250k per reset, so people cant reset often. Our population is right around 40-50 players lately, with more joining everyday since the start date which was only about a week ago. I'm pretty pleased with most everything. Gm's are active online and in forums, and are responsive to suggestions, which I have gave them some changes which were made to keep it more like a LR. Multiclienting is allowed. So come check us out, I think its prolly the best fit you'll find to your criteria atm. http://www.leviathanro.com/
