As the title states, I'm looking for a server that has a lot of lower/mid/top headgear quests available. I'm a collector. I don't really care if it's low, mid or high rates, but I would love a decent population with a good economy. (and it would be absolutely amazing if there are somewhat frequent updates with new headgears made available.)

Is there anything like that at the moment?

Hi! I think this server is a good match of what you are looking for. It has more than 300 headgear quest and they are updated at the end of every month.

The population is between 50-90 depends on the day and time, but mostly 60-70. The economy is not so great considering the population is not huge, but it's there.

Hello, Chapter Ragnarok here. We are a low rate server 8/9/10 Pre-reneal. We have 100 people daily, peaks are over 150+ people. We got a few hats at the moment, new server 1 month old. More hats to be added for sure in the future when the time comes. Added new hats for this Halloween event, which ends the 19th Nov and you can be sure there will be more later on. We got 20ish Merchants selling.

AnomalyRO is a super high rate server, but don't let that discourage you -- the high rates are only applied to leveling experience. The drop rates are highly customized, which makes this super high rate feel more like a midrate server.

Best of all? There are HUNDREDS of headgears to quest for, including some that are hidden throughout the world! Additionally, new headgears are being added all the time! There's a suggestion thread on the forums so that players can suggest headgears to be added that aren't already. PLUS we have tons of re-colors of classic iRO headgears, such as Charming Ribbon! And to top it all off, there are also unique, limited time only holiday headgears AND custom headgears that are unique to this server!

The population ranged between 70 - 90 people during slow times, and up to 120 - 140 during busy times, and the community is super friendly! Don't be afraid to ask for help! The GMs are also wonderful; someone is almost always around to assist, plus they often play games with the players for prizes!

We've also got a custom leveling map, gold room, dead branch rooms, bounty system, invasion, automated events, as well as useful commands such as @go, @warp, @autoloot, @whodrops, and @whereis for optimal farming convenience.
We also have a forum that is loaded with useful guides, including several headgear questing guides, for your convenience! And a Discord server!

The absolute best thing of all? (In my opinion, at least.) All of those headgears are purely aesthetic - because all of the headgears are customized to have the exact same stats! No more worrying about the stats on what you wear!

Hi there, our server is going to launch this Nov 7, 3pm gmt+8. While we may not assure you of a very high amount of population, we can assure you though of good cute headgears. We have monthly changing events with cool Customed Headgears not readily available to anyone, and those classics, and jRO headgears that are on our costume NPCs as well as MVP Rewards NPCs. Other than that, we would have more costumes to release as we would frequently release updates. I hope you could check us out. Thanks!
