I am looking for 3-4 months old MID RATE server 99/70 pre-renewal with good woe guilds and competition with a population at least 350-550. Please reply if you know any. Just looking for a good WOE oriented server.

OriginsRO might be your best bet if you want an active low rate server with actual woe.
Its a pre-re server, as far as I know.
They're still pre-trans but heard they''ll have rebirth by January(?).
Not that I have played there, but I hear lots of good things about it from different sources.
