Ragnaclan might be something for you if you haven't tried it. We're a 99/70 pre-renewal server with 30x30x10x rates.
Our active population is most likely around 200. We have up to 500 online but there's also around 100 vendors and some duals, so I'd say 200 active.
It's still quite decent for a server for such an old game. Might also want to mention we support Ragnaclan on Android.
