There was one. Hungary RO if I recall correctly. I only remember some of the feature:
-Random options equipment ( Like you mention )
-Low Rate
-Mirror World ( ??! I think you get your item from here )
-Renewal Mechanic and Classes ( Sadly )
I last played there like 2 years ago? Not sure if the server still there

HI there. It's me again. I just remember that Shining Moon might worth a try.
They have somewhat complex system.
- Adjustable exp rate ( 1-100 by player's choice. Lower rate yield better reward after reaching maxium level )
-World Gate ?! ( Player can switch between pre-renewal and renewal during gameplay but still able to see message from other. Of course it will be a different character. 99/70 for pre and 175/60 for re )
- Custom story line ( About a Cult or something )
- Custom Map / Monster / Drops
- World Drop. World Boss.
- Enchant about Costume Headger ( TOP / MID / BOTTOM. Each might mave 2/3 maxium enchant with random option!!! )
