High Population/Active Woe

I am looking for a server that has a decently high population and a active and competive woe. Rates don't matter neither do custom items.

1k average player, with around 1.5k players on a saturday WoE (=<500 vendors).  5/5/3 rates, though they can go up to 8/8/3.  Vanilla WoE for WoE with restricted items (MVP cards, custom items, some healings), and Unrestricted WoE with no restrictions.
