I think that you'll find LimitRO Metro an interesting pleasant server if you give it a try.
Rates - EXP is 75x/75x/25x (Cards 0.5%, MVP Card 0.05%, Quest 10x, MVP 10x) (Since you did not specify those I hope you still find them interesting)
NPCs - Healer, Reset NPC (Free below lvl 60), Stylist, Warper, Buffer (750z Agi, Bless), and more.
Population - 40 Average during the day, peak at 64, and just yesterday over +50 for around 3-4hours.
Languages - GM Team supports, English, German, Swedish, Chinese - General Population - English, Tagalog, Spanish, Russian and others. Mainly english.

Which would be the case if the developers had not balanced AB with the mindset that it would be scarce. Of course, with the fact iRO was run by bots, the materials were all over the place until it got out of hand. It was a foolish design decision and even the developers themselves have admit it was overpowered, and thus attempted to remedy that with the renewal by having it calculated with both ATK and MATK and thus mitigated accordingly.
Which is not to say I have any problems with BioChems having easy access to bottles. While every class it too unique to really be excluded from any decent and effective guild, RO has only ever felt balanced with the release of the Juno patch. Transcendent and beyond... another story all-together.

Not so slow that my feats feel trivial and acquisition seems daunting... yet not so quick that I feel compelled to go on hunts to assemble hats or find new weapons/armour instead of just throwing a mostly-naked character at high-level content because I can cap it from a novice overnight.
