99 70, no mvp cards, no 3rd jobs, high rates

Looking for a max 99 70 PvP server to have some fun.
Rates should be something about 1k/1k/100, but I take a bit lower as well.
Mvp Cards should be about 0.01 or 0.1.

I want to get gear fast/ instantly and have some fun in PvP, maybe even WoE if the server offers.
