Customs purely for aesthetic can be aquired via quest

Armor upgrades has big factor ingame
Lots of Automated and GM events
Donation gift would be rare quest ingredient or armor upgrade +1

Quest may include +1 base level -quest max blvl 280(1week cooldown), custom headgears, costumes

HeartBreakRO - Just reopened roughly under a month. The struggles getting more players.

My General View: I see you are a PvP oriented type player. so which puts my server out on a limb. My server focuses more on storyline and PvE. Even though zones have PvP areas in them, possible PK is possible. Other then that on official zones such as PvP rooms and GvG. All MVP cards restricted with some exceptions, All customs restricted to ensure a fair and equal PvP fight.

Healing Item Cooldown: Just because God Tower, or future storyline could be tedious.
Service/Business: Free service server, where 90% of proceedings if there was donations go towards the, Canadian Cancer Society. So I don't think this is the type of Service or type of business you're looking for.
Max Base Level: Only 150.
Coma: Some mobs such as, "Coma Soul", "Queen Miyumi" when HP is alerted. "Aria" have coma. I beleive GTB nullifies coma though.

God Items: As mentioned in general view, its restricted VIA official PvP maps and GvG maps. This usage is only to move smoothly forward in the future updates. (Pretty much its for PvE usages only)

You need to find other ways to advertise your server aside from RMS. There's Facebook, Youtube, Twitter, Instagram, and Google+, if you're willing to give out few bucks for your server, you can pay Facebook to advertise your server for you.
