Alright, so as we begin the review, I'm going to go over almost everything I can that I've noted in this server. It's going to be as much as I can, and from what I've done on the server, the suggestions I've made, and the responses from the GM's I've received. Now without further ado, I'll begin my review.

Starting with the beginning of the review, we can't play the game without downloading it. Firstly, the registration and everything works and is completely stable. Now, when you download the server, it runs fine with the download links, the lite and full download properly. However, there are A LOT of problems with the installers with it freezing half way and just not working. Next comes the site itself, it's very, VERY simplistic and visually appealing and they did a good job making this server look nice. In the control panel though, is where it gets really neat. There's the rankings, (though 3rd class isn't included in the rankings), a voting function, server status and even a complete item and mob database. Now, you can change your gender freely, meaning you can change female and male chars without a problem. Everything else about the website functions and runs properly.
Next comes the forums. The forum community is essentially the same as the in-game community without a doubt. The forums run smoothly and cleanly, and everything is pretty straight forward. The suggestion forums get a lot of hits, but nothing is really ever done about it. The GM's are really supportive, but when an idea is suggested such as Jason Savage's where he tried to balance out the donation items, he gets rude responses and no willing attempt at it. However, the GM's do respond and ~TRY~ to make the server better with what they can.
Next is the actual server. The login screen works properly, the server is normally up and stable as well. This server offers a 42 character slot capacity, so that's really nice for having one of each job. The character creation works, and now we can go into the actual game. Once you're in, of course, you're a level 1 character and 1 job level like you should. The main town is a custom town created by the GM's and it's pretty well done. Now, leveling to 500 is very easy considering it's a high rate, using places such as the Payon Dungeon to level, OR you can have someone level you at a special island with special mobs that will get you to 500 in about 10 minutes flat with the rebirth. Now you're a level 500 of your choosing with the availability of 3rd jobs. 3rd jobs in this server are a neat addition, but they're incredibly over powered.
The server offers a lot of @ commands which seems pretty standard. This server offers a lot of custom quests as well, with the large amount of custom items. There's endless tower, (there was formally an endless summit due to rumor, though I never saw it) and there's an MvP ladder. The endless tower is the MvPs and such that spawn within the endless tower all have their cards and drops as they should, and at the top is Naught Seiger. Now the MvP ladder is completely different, this arena spawns MvPs level based as they spawn from the lowest to the highest, one at a time, and each time you complete a round, you obtain an in-game currency known as Regal Coins. These coins are normally VERY easy to obtain considering how many events there are and the automated events that happen every hour. These coins can be traded in for Regal Points which are used to buy numerous supplies -- such as the convex mirror. This is a nice addition as it makes MvP hunting with these card drop rates a little easier (it doesn't work on Lighthalzen bosses though) by telling you where they are, and if they're dead, when they will respawn. There's also a number of other items I won't get into, for they aren't worth mentioning. Again, all of this is stable and works properly.
Next comes one of the more important sides of any private server -- the donator items. These items are just down right terrible. Over half of them do exactly the same thing as another item and give more stats than you can believe. There's a meggingjard for each stat as well, making it so there's an additional 80 stats to one of your choosing or 40/40 split. This makes items such as cursed hands and diablos rings pointless. Now with the wings making it so there's more stats than the eye can see, and a ton of jards, there's gotta be something balanced right? Wrong. ALL of the donator items don't flow at all, and whatever is mostly used, is entirely over powered and needs to be nerfed. An item such as this is the poring ring. +100% to move speed + any class that is good = a recipe for disaster. The one item that COULD do good, is the Lighthalzen Aura. Now this item adds immunity to status ailments, which is nice, but terrible that they would actually need that item, and this brings me to the next point -- The PvP System.
Now, how PvP works in this server is pretty much whoever gets the first auto attacks in wins. There's no status immunity to any ailments so people walk around with Lord of Death cards and stun lock you until you die. With that, you can't afford to put Gemini cards into your headgear because there's after cast delay in this server meaning if you want to PvP, you HAVE to have Kiel cards in. If you don't, you can't PvP, and along with other mechanics such as the one where if someone berserks and is dispelled, they have full hp, this PvP system is an atrocity. I was accused as being a hacker when someone coma'd me and it didn't take effect because I had my GTB on. Now, not only is second class completely imbalanced with the terrible donation items, the PvP rooms have HEALERS in them, making a potential fight last literally forever. Another thing that makes PvP in this server so bad is the 500 stat caps. Without the necessity of having your stats be a certain build for things such as luck immunity, there's builds where people have 500 agility and you can't hit them, making you lose the fight automatically. Now with these terrible builds, terrible status effects, and the after cast delay, this is no fun at all. Not to mention that if you're playing any class that can heal, you're stretched between Bacsojin and Kiel so you can put up a fight. Another thing about this server is the 3rd classes. They're so incredibly overpowered it's not even funny. For example, I went to a PvP event with a friend and it ended up being two teams against each other, with 3rd classes allowed. We began the fight and it was over in two seconds -- now a paladin with full buffs and Assumptio and less than 120 total defense (to fend against thana), should NOT be 2 shotted by any abilities, and that's exactly what happened. Sure it's a powerful skill, but it NEEDS to be nerfed and the GM's just don't see it. Now with all of this in PvP, I didn't even include the bug with heal yet. Now when you're in a heavy fight with another class, and you try to heal to prevent yourself from getting killed, how are you going to do it when your heal doesn't work as it should? Here is an example of one of the posts requesting to be let known of what's going on;
Alright, so I was testing my heal and following the basic equation in the skill description, I discovered that I'm healing for roughly 4k less than my base heal should be, thus making my heal with bacsojin, even lower. Here's my math.

4, 342 + 14, 475 = 18,817 -------> This is what my heal SHOULD be total. However, instead, I'm healing for 13,104. I have no elemental modifiers that should reduce this either. Can someone explain this to me?
And one more thing, the Hokage Hat, it doesn't add any % to heal at all for paladins. I got the same heal with it (it has a bacsojin in it) as I did with my valk helm with the bacsojin.

That's the exact text of the item. It doesn't say anything class specific for reduction on paladins or anything. Rumor has it that the hat was nerfed, and if so, can you change the text on the hat so it's not so deceptive as to imply that a person buying such an item isn't ripped off with false promises of the 250% heal?

This post is a few hours old or so, and they quickly changed the hat after I posted this, but this was after I had the item and it didn't work. Now, the main point here is that my heal wasn't as potent as it should have been, making survival harder in PvP as if it wasn't already hard enough. With that being that about the PvP, let's get to the WoE.
Now WoE as everyone knows, is an important part of the game -- strategy and skill are matched by your opponents here. Now I've seen some amazing WoE videos and some amazing strategies that worked, but what do you get when your enemies' strategy is to snap past the fight with a champion and asura strike the guild leader to stop E-calls? You don't have WoE, you just have a big team fight. Now, first of all, let's study this -- Snapping in WoE will be the primary target of this part. What. The. Hell. Snap isn't allowed in WoE, just like backsliding or shadow leap aren't either. Now, when you have a champ that can snap past the entire fight, berserk, and destroy the emp in 2 seconds, how is this even strategy? This isn't even fun. The same thing goes for the assassin cross builds here. Since dispelling stops berserk, and it should kill in my opinion, it full heals the target because the HP they had then was more than they have now. Now, think about this -- when a SinX breaks the emp in 2 seconds and has 11m hp, how are you supposed to counteract that fast enough to stop them from breaking? You would have less than 5 seconds to kill an enemy with 11m hp with 0 vit defense. How? This brings up one very important point that made me not want to play the server (this is NOT advice, just a turn off that I found). The entire community is a PvP oriented community -- which is fine, but when an offer is made to better the community to make it more appealing to people (such as making dispell kill berserkers, or 300 luck for status ailments minus coma), the entire community rejects this idea. They would rather stick to their own PvP builds than let something good befall the server. Another part that really, REALLY got on my nerves was this right here;

This here is the image of the server information for the Ratemyserver.net community. As we all know, this server looks appealing but when you actually get into the game, there's a number of things that aren't true -- one thing being the MvP room. There is NOT an actual MvP room in this server unless if Endless tower or the MvP ladder were thought to be, which endless tower definitely isn't and neither is the MvP ladder. I understand that this server is new and the GM's are doing their best to fix these kinds of things, and they do -- when you bring it to their attention (which is in fact one of the player's jobs in my opinion. They offer the server, you offer ways to better it).
Now with how in depth this has become, though it feels like I'm forgetting things, I'm pretty much done with this review. I tried to be un-biased as much as I could for this review, but there are certain things that just really annoy me -- and this server was full of them. Then when my friend made a list of suggestions that were similar (not the same, SIMILAR) to Blackout RO for the donations list, he received an incredibly rude reply implying that he copied and pasted the whole list. That along with the post I made regarding the berserk and dispell, it seemed as if the GM didn't even read the post nor did he care about the "PROBABLE" solution.
Anyways, I hope this didn't seem like a rage fest, I had intended it to be specific to the players that are open to new things and maybe this will help. Just be warned, as I said, you're going to end up sitting in town at level 500 bored out of your mind because there's no real PvP -- even IF you're fully geared. So with that, I'll be done and here's my actual ratings for the service this server provides;
PvE: 10 (kinda hard to mess this up)
PvP: 1 (read the PvP section)
Community: 3 (everyone is close friends, so it's all in whispers/guild chat)
GM Service: 10 (they respond almost instantly, and are all nice/kind with the exception of GM Viro)
Economy: 1 (There IS no economy. This is a new server, but there is no economy.)
Customization: 10 (they offer a lot of unique items, and their coder Gaypuff is always doing a good job)
Cloth Dyes: 3 (all the basics work, and if it were an addition, it's glitched and the sprites are black)
Hair colors: 10 (all work)
Hair Styles: 7 (some styles are glitched and cause your character to have a floating head)
Donation Items: 1 (read my summary of donation items)
