I would say that 70% is a low assumption.

Most if not all serious WoE servers allow autopot, skill spam (ahk) and RCX. People have been using these said programs in WoE for years now. You can't really stop people from using it even if your server has the highest level of harmony it's still easily bypassable by someone who has basic computer knowledge. h5 to servers who think wasting money on the maximum serverside security is actually a good idea.

Autopot isn't really a problem (hell if it wasn't for autopot (ahk) we probably wouldn't even have todays meta) and it's not that hard to find if you google it. The biggest problem is GRF editing out skill animations that can break woe's to the point it's unplayable for other guilds. Harmony has done a decent job at blocking GRF edits so far, but it's still bypassable and it's easier to do so than you'd think. People lack computer knowledge it seems.

Also regarding "SE is about "GvG's". That may be true, but you also got to take into consideration that no matter how many GvG's you have during WoE if your competitors are no competition for your guild then it will be considered a dull "dry" woe. Now that is in no way directed towards the WoE's on your server so please do not take it the wrong way. This is from personal experience.
