Two servers with the same website theme..?

I'm not really sure if this is an issue, but I'll report it anyways.
Feel free to take this thread as complete nonsense if it doesn't apply to anything.

So I'm not sure if there is a rule that applies to server's websites.
Though I've discovered two servers that have the same site...
So they're either taking one's website design or ... idk.

I saw this, if none of the owners complain the other with facts backing up the claim, it could be a template that is free to use.  I have no more information than you.
