From AsarRagnarok, could be on their HR server, too.

Basically says,

"Review and we'll implement SOMETHING AWESOME."

Is that classified as incentive based on the ToS?

Not quite but could be in the gray area.  I'll mail them so they can watch out the wording.

This is not directly saying x review = implement something.  This is x player = implement something but how to get to x then hints of reviews.
