Many people have said so before... the only drawback is that it is lamely coded and consumes 100% CPU for no real reason -.-
And sorry, but MouRO does not has enough population for your tastes. Even though it is a pretty small and tight community (where main chat is enabled by default)*. For the curious... it has 2~9 people during weekdays, and on weekends it gets to around 15 (which is a lot better than the max of 5 we had years ago :B )

My server is heRO, I'd say on average 80ish people. That is, around 40-50 in the morning, 80ish during the afternoon, 100 during the evening up until pretty late and that same number pretty much all day during weekends.
Highest I've ever seen is 122 ^_^

We have a derived version of main chat, it has 12 channels that branch off to #main, #support, #alliance, and couple of others...
Woe is around 1500 usually and around 1300 on normal days. But seeing as how the website is down, Its temporily dropped to woe 1000 and non is around 600-800.

The characters online are displayed on the main website, and in the Control Panel you can see exactly which characters are auto-trading and which ones aren't (usually there are about 50-100 auto-traders).
I don't see it go below 400 unless it's right after the server reboots.
There have been 8539 unique visitors to our website from November 1st to November 9th.
Our population isn't just one part of the world, it's international (even though that's not what it was originally setup to be in the beginning).
We have translations of the rules in English, Español, Português, Deutsch, Italiano, Tagalog, Danish, and Chinese.

1k average / 1.5k-2k WOE weekdays
1.5k average / 1.5-2.5k WOE weekends

idealRO... there's usually just like me walking around, I never see anyone else.
hmm ... I'm playing shocwave(it's down at the moment) and the max I saw was about 100-110 and lowest was 50 ... it depends where you live so for me it's about 50-75? the only times it came to a 100 was when the server just opened after a maintenace and the time when I was allowed to play late. But the first time I went there(before the wipe) it was about 20 players.
MouRO's current pop is better now. Most I've seen for now is 22. Yeay! Oh and 3 vendors.

Oh time for an update! Our server is growing, slowly but steadily.
heRO's average is now 150ish people, we hit the 200+ in woe a few times in the past 2 months ^_^
Small population of about 18 around War of Emperium time. My CP is showing 11 on so far. Lots of restructuring in progress. :X
1200-1400+ :3 and last time I saw around 1,6k at woe - EternityRO
now I feel that I don't want to play on a server with population smaller than around 500~ people online ;D
Average is about 600, usually peaks out at 800 for WoE. The most I saw pre-wipe for WoE was 1000, so we've dropped a bit - but the playing environment now more than makes up for this in my opinion.
really? Tira usually when i check out essence its around 700 ish average not 600 ish... but maybe that's just me having good timing XD

I cannot reveal myself :v When people know who I am, they start abusing me as Battlefield Manual or something, asking all sort of silly things or reporting bugs when they should be doing that in the forums -.- Some people don't understand that when I log on I log on to play, not to play tech-support. Most of the population is college students in the midwest, so we are all on evenings mostly. Evening population is about 10-15. Not counting admins, gms or vendors its 5-10. The most you would see on during the day is 1-3, maybe.

Looking at xileRO's screenshot from awhile back looks crazy. Hardly looks like there's a place to walk. But I'm guessing since they're all doing that emote, it's just some planned gathering?

MicRO has something between 300 and 400, now that a lot of guilds quit possibly because to our admin implemented an anti-WPE and anti-bot protection. The drama on the forums was hilarious.
EssenceRO is the same as always, something near 1800. It's cool, but the immense grinding makes it way too much RO-like :(
kRO Sakray is weird, it can have 50 people on or 250+. I also run away from everyone because I don't understand Korean, and I'm only leveling there every now and then. At least my Paladin is almost ready for Royal Guards.
You know what's sad?
That I have had my server open since late 2004 and it only has 60 to 70 active people at a time. (not including autotraders, with them its like 100 something).

OracleRO MR peaked 28 today around 14:00EST :D We're steadily growing.
RebirthRO - average of 1900 people across 3 different servers.
DarkRO - Not sure of the numbers exactly but if I remember correctly someone had said it can reach up to 7 - 8k on WoE times, which seems like a bit too big of an estimate in my opinion but it certainly does have a ton of people.
CelestialRO has been open since October 7th, and our average population is at about 2-5.
Earlier it was up to about 11-12, though. We're getting there. :<

I went and counted the merchants in ReboundRO << There was one or two. The rest were real :P

Our server has been running for 2 weeks now and we have at least 40~50 average players at anytime of the day. Max player count as of the moment is 81 during peak hours.
