I hate to overkill but like everyone else said..
A server with common rates like yours, basic NPCs, and unoriginal automated events means is just like every other server that appears and disappears after 3 months. Ragnarok is an old game, you need something new and original if you want to attract a decent player base...either that, or spend hundreds of dollars advertising on Ratemyserver's front page and server listings.
Last but not least, i think any low rate that wants to have a future must advertise and gather a community 1-2 months before the opening. If you open the server with 1-5 players, nobody else will join.
Advertise the grand opening for months, create some sort of "hype" and community on the forums.. (you need a good webdesign and forum design for this) - listen to feedback about what they want but still keep in mind what type of server you want and stay close to your beliefs. After a month (minimum) of advertising the grand opening, you should have a decent community waiting to "Try it out"
That way, the first day you should have at least 30-50 players on it and others who find the server after the grand opening may see an actual community on the server and try it out. Right now you are fighting a battle that you likely will not win because you failed to advertise the grand opening and now every player that visits you will bounce as soon as they see 1-5 players online. There is no point playing on an empty server that has nothing original to it.
