What's the deal with Estland and Ragnachan?

So while checking out servers I noticed that Estland and Ragnachan are pretty much the same exact server, down to the scripts, sprites, looks, maps, server info/changes descriptions, npcs, installers etc. with slightly different rates and websites.

What's the deal? They are both russian servers, are they to be avoided?

Apologies if this is the wrong section or it was covered elsewhere, but the search function is complete and utter crap. I tried.

Ragnachan was made at the request of the US West, Brazilian, Chilean and Mexican players with an optimized network for the North & South Americas. Hosted in NA.
EstlandRO is EU/RU/US East server. Hosted in EU.
Server staff are also a bit different.
