On this topic, Yes, there is such a thing as "Too Many Events". Hell, WOE is an event, in essence, as are weddings, and or MVPing, that guilds and players put together themselves. As for a number, if your player bace is small, you could just watch them for when most of them end up board, and do something you've pre-organized then, but never more than once a week for small servers.

Sure, its possible to have too many events. A good amount imo is 1-2 a week. Double that amount if you're repeatin the same quest for different timezones. The idea of "Event" is that its suppose to be special. "Events" are suppose to be above the norm, better than your leveling parties, better than grinding. Players view it as a Treat, and its the GMs to keep them wanting more, not spoil them.

Didn't read the other replies so it might've been said but
there are a couple npc that do automatic hourly events, they
might be meant with the hourly events they advertise.
How many events are good depends on the variety of choices
and the value of the prizes. You can't do an event everyday when
you give out useful items each time. Too random events are more of
a problem too me than the amount because they're barely ever announced in advance
so while you're offline you sometimes go thinking "there might be an event
I'm missing right now".

I only see two problems, the size of administration you'd need to make hourly events.

The other problem with hourly events, is that you either have to give away crap(not much fun) or really mess with the economy. The only way I can see this being a good idea is if you have a ton of custom headgear that has no actual purpose(no strong buffs).
That would be fine, and I saw it on one server I tried. Just about everyone walking around with custom headgers. I've yet to see some of the stuff again.

But they only had WoE once a week when I'm at work, so I didn't hang around after learning that.
