Problems not being handled adequately

Lately me and some friends have been having an increase in problems on a server we play on. There has been a good amount of harassment yet the Gm`s seem not too be overly concerned. They do some jail time on one account yet the people just hop onto another one and do the same thing. And when the Gm`s get told this, they suggest simply ignoring the problem or using the /ex command. And true that can help for a bit. But some of these harassers have made it clear that they are going to continue. And sadly this server is of a low population and there is some cliques withing the server. The biggest clique in this server has some of the harassers in it and there is a feeling of hopelessness because despite constant complaints the harassers in this guild get a slap on the wrist at best, or the Gm`s get very picky about the rules in the loser report and do nothing. And last night while trying to converse with a GM one of the harassers were there yet the gm hardly did anything while my friend was being attacked while trying to civilly talk about the problem. Even a racist comment was brought up and even laughed at by this GM. I have plenty of screenshots of the problems. I was hoping there was someone I could talk to more privately or something about this situation. The server is fun and if it wasn't for my close friends being there I would not be on there any longer. The things that occurred last night in the conversation was appalling. The over all non caring from the GM`s is very saddening. The big clique seems to run the show with no real opposition and if you somehow catch their eye negatively in any way they want to start un-necessary drama. I want to be able to enjoy the server and know that if someone breaks the rule or harasses anyone the proper measurements will be taken and that we actually will be listened to and respected. I do request a bit of privacy but if this cannot be given I am totally okay with it. I would just like to talk to someone to someone about these issues.

Since you didn't give the sever name, I'll put this in the general discussion for now.  No name cannot go into the review or rant section.  This isn't an issue with the listing so not in the report section neither.

The fast and easy solution would be to move and get your friends to move with you to a better server and then start over.  If you are not happy with the situation, they should be on the same boat too.  Are your friends fine with the harassment?  Do they get the same treatment as you? 

You didn't take a guess on why the GMs allow the harassment to continue except that the GMs find them annoying to deal with so they just give up and let the server suffer?  Is there other possibilities?  Such as they want the population even though they are bad apples?  Are they donator?  Are they GM friends?  Are they all in one guild so if they leave the server will lose a high proportion of population?

If the case is as you described, then the GMs fail their job and there is no point to stay in the server there is no future.  Basically the harassers control the server, you will not see any new player stay on the server for long.  Anyone other than the harassers will eventually leave.

Depend on how many are on your side, the last resort you could do is tell the GMs you and your friends are leaving if the harassers don't stop.  See if the GM choose you guys or the harassers.  That will give you a definite answer as to stay or leave.  But be warned you and your friends could be @banned by saying that.  It isn't unheard of from abusive GMs.

There's something I find interesting in all this. Do GMs really should spend their time going after people who are just being annoying? Why isn't a proper /ex enough to shut them up? Why must others even listen to them? If they are as annoying as it is claimed they are, wouldn't they quickly get ignored by everybody, thus leaving them to just yell to a wall?

And why would this not be enough?

I am curious because this is the stance I would take towards such issues in my server. I don't think players need a babysitter to help them against bullies if they have enough tools at their disposal to deal with them.

The "/ex" commad exists for a reason. Use it.

If it's a "clique", as you say, you might want to pick a different town as your savepoint, and tell your friends to do the same. That way you can hang out in peace.

I was thinking the problem is more than just /ex solvable so I suggested those.
