Pre-renewal Server

I had a server 4 years ago and its hard to manage because of some players or staff. Now i'm planning to make a new one which is Pre-renewal.
Any suggestion/s will appreciate.

1. Best emulator for Pre-renewal server?
2. Best features for a Low rate Pre-renewal server?
3. FluxCP or CeresCP?
4. Any stable ragnarok hosting company?

1. Depends. If you want it close-to-official then rAthena is best. rAthena is also best if you are looking for well documented source code. If you want it with all the bugs private server players got used to, use eAthena. If you want the most flashy extra features then use Herc.

2. Low rate is best to not to have too many customs, especially no skill and item stat changes. Most players still want convenience features like autoloot and a warper, but honestly it's just important to make it clear right at the start what kind of server you are going for.
What's most important is that you will need to keep your server interesting. Maybe with minigames or many events and the like. Otherwise your server will only last 3 months tops.

I can't answer all, but here's my input:

For a low rate, no healer, warper, job changer, platinum skill npc.. like what Playtester said, players want features like autoloot and warper (but I personally think that there should be no warper though), but it depends to you. Maybe partying bonus or instances for leveling. (Shouldn't give too much exp since its a low-rate).

Although, 20x-25, is still a low rate, however, you're fine to add a warper or a healer (hp/sp with cooldown). (I did played in those rates with those kind of features).

Resetter is fine, but not sure on how much you would want it, maybe base level x amount of zeny for convenience.

I think FluxCP is easier to use than Ceres.

The rest, I never owned a server before, so I can't give you an input about it.

There are more things that needs to be taken into consideration before responding to those four. The second one in particular will depend on the exact rates you are going for, if it is below 10x or a little higher around 20~25x or in between both.

1. All emulators have their differences and it will mostly depend on what type of server you want. Easiest to work with would be eAthena but you will have the age old bugs of RO people are so used to like Paytester said. If you want most bugs fixed then there is rAtnena and Hercules, you can turn off renewal in both. If you like to use Battlegrounds 2.0 then you are gonna have to use eAmods version of either of the emulator but they come with their own set of bugs to deal with.

2. Standard features are healer, tool dealer, level 1 dungeon warper and so on but nothing is mandatory. As long as you don't adapt mid-rate features, you're good.

3. Flux is more updated than Ceres and should be easier to use. If you ask me, it'd be best to just make a custom one with just the features you want. If you wanna know what majority use these days then it's flux.

4. Most RO specific hosts don't provide DDoS protection. But if you are going to get DDoS protection, it won't be cheap and they won't provide any RO related support whatsoever, you need to self-manage it like some of us do. But if you are short on budget then check out paid services here on RMS as well as eA,rA and Herc forums.

With that being said, end of the day it's your server so do whatever you deem fit depending on the type of server you want it to be. If you try to please the community and blindly follow every suggestion then you will end up with no players because not everyone have the same  preferences.

1. Full pre-renewal, then go for eAthena.
2. Depends on how you want it be customized.
3. Any will do.
4. I never trusted any "RO Hosting" company. Better get an unmanaged VPS and set it up yourself

1. Hercules, best features(Client support, anti-wpe, plugins) and official parity. eAthena is too old and rAthena relies on too much incorrect data.
2. Close to official.
3. Neither of both, CP are bad and bloated, code yourself the necessary features (registration, login and recovery links).

rathena have dedicated devs. altho they dont really pay much attention to newbies, they have an active community(forum) that helps out newbies.

2. Best features for a Low rate Pre-renewal server?
minimal customizations. some discourages them at all. custom items, maybe one or two a week...? try to work out with your players.

3. FluxCP or CeresCP?
havent heard of ceres in a while....lol

4. Any stable ragnarok hosting company?
i'd recommend none. i've had bad experience with them. i'd rather host it on a local dedicated server.

1. Depends on your liking.
rAthena - thousand of members to help when you run into something and near close to official RO
Hercules - I honestly use Hercules solely because of the plugins. They do have fast support when you run into a wall but rAthena has more members.

2. Healer and everything default. And maybe a few commands like autoloot?

3. Flux or you can try CoraCP too. It's kinda neat

4. Meh, if you can, get and setup one on your own. Otherwise, I've only used trinity.

Although all of your questions are heavily based on what you feel is better for your server. We all have different tastes so it was a nice move to get input from others. Heck a few years ago, I ran into a Low Rate server with @warp @go @storage @gskill @mail and like 8748754857 other commands. Like I said, Admin preference. (*whispers* I think that server closed down after a few months)
