Yup, turn it into a midrate. I don't like midrates that much (I honestly get bored after 2 weeks and MVP drops ruined RO > satan morroc in particular) but you'll get more people. If the server I'm on wipes right now, I won't feel that bad because even if I worked hard for the stuff I have, all in all I didn't spend more than 40 or 50 hours hunting things (which is a lot I know, but on a low rate it takes 10x as much time).
Low rates used to be the norm and they'd run for years but after a wipe or two people get tired, even if they're playing a midrate.

You can cater for WoE players and actually have a decent population (and possibly good WoE) or have a low population consisting mostly of PvM players. There are still people who don't play WoE at all on WoE orientated servers as well.

Or, do it like many other people do, just let it die. If you don't touch RO, it will eventually die slowly and a new game will replace it and its community.

It would pretty much be dead if it wasn't for high rates. What's worse is that most players are still absolutely terrible and half the good ones complain all the time. I'm just hanging onto RO while I have the time tbh. And I'd still play pure WoE servers if more people played them.

This isn't even surprising at all.

In the past, developing a server actually took technical knowledge and a lot of money to keep up with the server cost. Everyone was new to the game and the focus of development has been for the community and the overall game play experience. eAthena was active with an enormous amount of contribution effort from developers all over the world and people were coming up with crazy ideas.

Five years later, the developers has lost interest and old/new servers alike focus on how to salvage as much money as they can from there server. Development was place on how to create a generic server the features the same old custom that was copy/paste over to a new server. Updates were no longer useful as custom equipment and maps replace nearly %90 of the equipment and maps develop by gravity.

There isn't a developer in any server that is working on a project nor is the GM team active in prompting the server or organizing events. Every server consist of one lone-wolf developer and a bunch of 12 yr olds who don't know what it really means to be a GM.

Back that up with the tremendous amount of server scandals, frauds, and abuse; driven by greedy administrator.

Its ridiculous how anyone can complain about having no idea what to do anymore, when no one even gives a damn. eAthena is full of inexperience programmers and websites like RMS / other listing sites practically have little or no standards for what kinds of server are allow on the list.

Its so pathetic that servers are now "offering", "catering", "classical", or whatever bullshit idea that completely destroys the game. And with server owners offering advice to other server owners to "advertise" or "orientate" their server. You'll find yourself wondering whether people are actually honest about the game rather than creating a business model cash cow waiting to be milked.

TL;DR Version
1. Generic Server Features; lack of any innovation or development.
2. Server owners are driven by greed for donations.
3. Every server staff is basically a joke. Developers are inexperience. GMs don't know there responsibilities.
4. Decrease in constructive activity at eAthena; most experience developers have lost interest and everyone is out doing there own thing.
5. Server listing websites are only out for revenue by leasing space with little regard to server standard to list.
6. Server owners runs their server as a business.
7. l2ue is mad.
