^ Advertising and speaking directly with individuals will help you be more clear about what your server is like and why people should play it.  It will also help you to monitor the type of people you are recruiting and maintain a certain quality level within your population.  If you don't care who or what types of people join though, just advertise on anime websites as others have said.

Advertisement. Go to random MMORPG forums that allow advertisements for free. That way, you could get players. But this is no guarantee. RO is already an extremely old game.
