I would like to hear your suggestions about making Mid-rate server.
What are the do's and dont's?
What should i have and have not?
How can i make the community lively and active?

I would say buy the most popular death project out there and use it as base, make it super clear that you bought it, using it as base but not remaking it or trying to clone or re-make the boiling water
Good day. Its very nice to hear that you will put up your own server I wish you goodluck. Reagarding with your question of do's and don't here are the ff:
Dont's
1. Don't be a corrupt GM.
2. Don't have a pricey and OP donation items.
3. Don't leave your server unnattended.
Do's
1. Always be an active GM, players are always looking forward for an active GM.
2. Since you're a mid-rate server. Don't put too much customization since players preferred close to the original RO and pre-renewal.
3. Regularly update your server database.
Follow you heart and not the billion of advises people give. Make the server the way you want. One thing that lacks in RO servers nowadays is uniqueness.
