Who to look for web designing

The ragnarok website designing paid services are very expensive, $400.
The cheapest i can find is $50, still expensive! 

What I am confused about is, are they selling website design or are they selling the anime graphics pictures and all that.
Because what I really want is to change the website design and not buy some pricey anime pictures,
I will just slot in some random anime pictures from the internet.

One of the reason why I want to change my website design is because the free website offered by private servers usually
looks so ugly it disattracts players rather than attracts players.

And I am also interested in the online players counter.

Who do I look for?
Website Designer?
Coder, Scripter?
Some other forums?
Some other websites?

Based on my understanding, when you hire someone to do a website for your RO server they will give you a design  or a few designs to choose from (usually a single image or watermarked PSD file).  You can comment on the design and tell the designer to edit/change here and there to your liking.  Then once you are ok with the design, they will code that into a template/skin for one of the ro server control panel.  From that you can apply the skin/template to the ro server control panel to create your unique website.  Or they will hand you the design + code so you can just put it up on your webserver.

Tips:  This is not the paid service section, all hiring/servicing to do with money has to go to that section of the forum.

I think if you are not willing to spend that much and can do a bit of the grahpic work yourself.  You can use a free template out there and edit it from there.

I was kind of expecting to find something cheap or free,
apparently you gave me a direct answer that there are few website templates out there, 
I dunno if they actually uses the same programming languages,
But I will just assume they are the same for now.

Noone will create an impressive site for 50$, bro. If you find it expensive, you should learn how to do it yourself.

You should look for guides and start learning html, css, and javascript.

The price for any web-based development is very cheap.
Usually good design costs more then 400$.
If you are looking for really cheap design under 50$, but which looks good, you need try to look into themeforest.
But they offer only simple html based designs.
