Download the txt Revs then. They should be set up for offline play by default.

I already spent more than 2 hours of browsing www.eathena.ws to find text revs (most of the links are broken).. Anyone knows where to download it and also a guide setting it up? Thanks very much..

Why don't you download from the repository? I, personally, use Cygwin. It'd save you potential issues in the future by learning how to do it yourself now, without relying on a precompiled/downloaded version.
