Just one thing.
Have you tested the NPC for mail-away dupe?

if it requires ingredients, talk to your npc, mail away the ingredients while the dialogue is activate and it has confirmed you got the ingredients.. then finish the quest, see if you still have the mailed ingredients + see if you get the ribbon.

Nah, I haven't. This NPC is just for fun, it's not like I run a server or anything. xD
