You can try RUNE but I doubt they'll be happy to let you have it.

The only way is to get it from the server where you saw it. Though the details, you should study it by yourself.
It's a sprite by Lilith, a chinese spriter. I'm pretty sure they have it on Rune, and they used to have it on eA. You just have to be patient about RUNE, if you contribute they will let you download it eventually.
